The Opportunity

Corporate Facilities provides the City of Barrie with skills in four key service areas: facility planning, design and construction; maintenance and property management; facility asset management; and energy management. As a Centre of Excellence for a large and complex inventory of physical assets, the department comprises all the necessary functions and lines of business to ensure the full life-cycle management of the City of Barrie's facility and property portfolios.

The Energy Management Coordinator position is responsible for administering and assisting with the implementation, update and renewal of the City of Barrie's Energy Management Plan and strategy. Specifically, this job offer is responsible for identifying, developing, implementing, and/or monitoring energy management and conservation capital and/or operating programs and projects. In addition, this job offer provides technical and specialized guidance, direction, and recommendations with respect to energy management and conservation and contacts with City Branches and Departments to review proposed capital and operating projects that impact energy use. this job offer is responsible for fulfilling the City's regulatory energy reporting requirements set forth by the province; applying and securing government/utility incentives and grants for all eligible capital and operating projects; maintaining energy related data using applicable energy management systems; conducting statistical analysis on energy data; preparing utility budgets for corporate facilities and operations; and verifying and approving utility billing expenses. Overall, this job offer plays an integral function in implementing improvements to the City's facilities and operations in order to reduce energy, their connected costs, and the environmental effects of the City's activities.

Education (degree/diploma/certifications)
» Four (4) year University Degree in Environmental Science, Mechanical Engineering or related discipline
» Completion of Certified Energy Manager (CEM) Certification from the Canadian Institute for Energy Training (CIET) upon Hire

» Five (5) years of practice performing tasks related to the above mentioned major responsibilities
» Demonstrated practice with heating, ventilation and air conditioning (HVAC) systems and building controls and management system

» Working expertise of the following legislation, regulations, or General Requirements: Green Energy Act - O. Reg. 397/11, Energy Management and Demand Management Plans; Energy Conservation Requirements; Regulations related to energy systems, including ASHRAE regulations, the leadership abilities in Energy and Environmental Design (LEED) system and the Model National Energy Code; Renewable energy systems; Provincial Feed In Tariff Program; Energy commodity market and the various purchase options available; Wastewater treatment systems and water supply treatment and distribution systems; Mechanical, electrical, structural, building envelope, environmental, utility and building infrastructure issues; Building automation systems and facility sequence of operations; and monitoring and verification protocols and implementation for energy conservation projects.
» Demonstrated capability to:
» Interpret and analyze data, identify problems, and make recommendations for process improvements and to implement best practice procedures and policies
» Set priorities, meet deadlines and deal with conflicting priorities and work demands
» Develop, promote and maintain effective and collaborative liaison with City Staff consultants, contractors and other stakeholders
» Lead or coordinate projects with various groups
» Conduct and analyze energy savings calculations for a variety of projects
» Conduct economic evaluations and mathematical calculations, including simple payback, internal rate of return, advanced statistical analysis, multivariate regression, life-cycling costing and graphical interpretation
» Conduct energy audits and review and analyze engineering level energy audits
» Develop and review business cases, conduct variance reporting, and analyze proposed projects through sound accounting and business acumen
» Intermediate skills include: Analytical; Interpersonal; leadership abilities; Organizational; Presentation; Problem Solving; Project Management; Report-writing; Time Management; Training; Written Communication
» Basic computer literacy using the following systems and software: Microsoft Office Suite (Excel, Word, Outlook, PowerPoint); energy management systems, including the functionality and uses of them within a multi-facility environment

» Valid Ontario Class “G” Driver’s Licence in good standing

Other Important Information

Job location: Administration offices, 157 Bradford Street, Barrie, Ontario

Hours: The normal hours of work are 35 hours per week in conformity with the Collective Agreement

Wage: this job offer is within the CUPE Local 2380 Bargaining Unit with the following pay level and a 2020 pay range:
» Pay Level: Level 8
» Yearly income: $67,244.49 to $80,591.59 per year
» Hourly Pay Rate: $36.94 to $44.28 per hour
